Adaptive Soft Skills Transformation as an Accelerative Model for Developing Superior, Character-Oriented, and Competitive Human Resources in Brebes Regency

Abstract
This study develops an Adaptive Soft Skill Transformation for Unggul (TSSA-U) model as a strategic framework for accelerating the formation of superior, characterful, and competitive human resources in Brebes Regency, Central Java. The core problems include low HR productivity (HDI 67.15, below Central Java's average of 73.39), inadequate adaptive work readiness, suboptimal utilization of the demographic bonus, a wide gap between future labor market demands and actual workforce skills, and the absence of a character-based HR development policy framework. Using a mixed-method policy research approach combining documentation study, policy analysis, secondary data analysis, content analysis, and comparative analysis, the study draws on sources such as RPJMN 2020–2024, RPJMD documents, BPS data, and reports from WEF, OECD, UNDP, ILO, and UNESCO (2021–2026), alongside Scopus and SINTA indexed journals. The findings produce a conceptual model with six core dimensions: adaptive mindset, learning agility, productivity skill, strategic thinking, work adaptability, and self-development, structured within an input–process–output–outcome (IPOO) framework grounded in human capital theory, workforce transformation theory, adaptive capability theory, human development theory, and strategic HRD theory. The TSSA-U model uniquely integrates character formation as an explicit cross-cutting element across all six dimensions. Practical implications include a three-phase implementation roadmap (2026–2031) and seven strategic policy recommendations.
