Malahayu Growth Model: Transformation Strategy of Malahayu Reservoir as a Green Economic Growth Center Based on Tourism, SMEs, and Community Empowerment in Brebes Regency

Abstract

This study develops the Malahayu Growth Model (MGM) as a strategic policy framework for transforming Malahayu Reservoir, Banjarharjo District, Brebes Regency, into a green economic growth center integrating ecotourism, micro, small and medium enterprises (MSMEs), and community empowerment. Employing a mixed-method policy research design, data were collected through systematic documentary analysis of 52 policy documents, secondary statistical data from BPS, regional planning documents (RPJMD 2024–2026), national and international institutional reports (WEF, OECD, World Bank, UNEP, 2020–2026), and a systematic literature review of 38 Scopus and SINTA-indexed journals. Findings reveal five strategic pillars: (1) integrated ecotourism governance, (2) MSME value chain development, (3) community economic empowerment, (4) green infrastructure investment, and (5) multi-stakeholder collaborative governance. The MGM proposes a three-phase implementation roadmap (2026–2031) grounded in green economy principles, sustainable tourism theory, and asset-based community development. Practical implications include seven evidence-based policy recommendations for district and provincial governments
